Most offer simple functionality for image viewing and management, but few offer anything more than a basic editing toolkit. There are times you’ll want to import your favourite photos and add a few effects, touch-up blemishes and then export for the Internet.

Paint.NET 3.2 is a fairly powerful and popular freeware photo editing tool. Initially designed as a more advanced replacement for the paint tool that ships with Windows, but has lately transformed in to a more advanced app with an extensive feature-set.
