With many kids owning their own laptop or having a computer in their bedroom, how do you know what they're doing through the night? With broadband being an always-on connection, unless you disconnect and remove the router, your kids could be up in the middle of the night, chatting with 'friends' and surfing the Internet, rather then getting a good nights sleep. If you stop them using the Internet, they might rebel by playing games late in to the evening.
Webroot Parental Controls 5 is a new version of the user management tool that you can use to prevent and control how your kids access the Internet. You can stop people from accessing at specific times of the day/night, enable them to browse the web but not chat through chatrooms and even prevent access to certain sites. If you want, you can restrict applications, so they can't play games instead.

There are lots of ways to keep tabs on what your children can and cannot access. There are many programs that allow you to set up a 'white list' of websites. Webroot Parental Controls 5 being one.
As far as what your kids are doing instead of surfing the web... I don't think that can be administered by software ;)
